Important Public Meeting on June 6
A public
meeting was held on June 6 at the Wieuca Road Baptist Church. The
attendance was excellent -- approximately 90 people attended. The
presentation by Pope & Land was very professional and covered many aspects of
the planned project. We expect additional meetings. We received a
copy of the 1989 Church site plan
for the church's parking deck -- it doesn't look much like Pope & Land's
description of it.

This project application involves:
469' high building (South Tower)
390' high building (North Tower)
??' high parking deck for 675 cars (under towers)

Site Plan Approved Earlier But Never Built
An earlier plan was approved for a similar high-rise project in 1987.
The Church was granted a "special use permit" (date unknown) to erect a
3-story parking deck north of the high-rise project. Technically, though
this PD-OC plan is old, it could be constructed today without further review.

Dear neighbor,
You are
invited to a very important zoning meeting on June 6.
My apology in
advance – this is a pretty long e-mail, but the subject is very important.
Applications
were recently filed for two high-rise towers and a five-level parking deck on
Peachtree-Dunwoody Road at Peachtree Road behind the Wieuca Road Baptist
Church. Several inter-related rezoning and land-use applications were filed for
this project on May 10 by Millennium Buckhead Associates, LLC (MBA) and Wieuca
Road Baptist Church, Inc. (WRBC).
The project's
South Tower, nearest Peachtree Road, is to be 469 feet tall and is planned for
both office and residential use. (For comparison, the Park Avenue condominium
tower is slightly over 500 feet tall.)
The project's
North Tower, located opposite the intersection of Wendover Drive with
Peachtree-Dunwoody Road, is to be 390 feet tall and is planned for both office
and residential use.
The project's
parking deck, on two residential lots owned by WRBC at 3706 and 3711
Peachtree-Dunwoody Road, is to be 50 feet tall and is planned to be used both by
occupants of the towers and by the church.
In addition,
Peachtree-Dunwoody is shown as being widened to three lanes beginning at the
parking deck (north of Wendover) and widened to four lanes near the intersection
with Peachtree. [Clarification -- these four lanes
at Peachtree are already in place.] Curb cuts on Peachtree-Dunwoody Road and west-bound Peachtree
Road are to provide access to the overall development -- there does not appear
to be any planned traffic access to the deck or towers from Wieuca Road.
[Correction - plans we have seen since this e-mail was
written show a Church-only traffic path from Wieuca, around the sanctuary, and
into/out of the parking deck.]
The towers,
including 675 parking spaces and a maximum of 399 residences, are to be
developed on 4.6 acres of property owned by MBA. The towers include 500,000
square feet of office space and 431,000 square feet of residential space. The
parking deck, with an additional 700 parking spaces, is to be developed on 2.3
acres of property owned by WRBC.
The requested
zoning change for the MBA site is from PD-OC to O-I. The requested zoning
change for the WRBC site is from R-3 to O-I. (PD-OC is "Planned
Development--Office-Commercial"; R-3 is "R-3 Single-family Residential"; O-I is
"Office-Institutional".)
North
Buckhead Civic Association's Land Use and Zoning Committee has contacted the
applicants' attorney and has scheduled a special public meeting to allow the
applicants to present their project to area residents and to answer questions
and respond to comments from neighbors about it. While this project is within
North Buckhead, it also significantly impacts Brookhaven, Ridgedale Park and
other neighborhoods -- accordingly, area residents and neighborhood leaders are
invited to attend and participate.

In conclusion, I have
tried to lay out the essential facts about these applications, uncolored by
emotion. The applicants should be assured that they will receive a fair hearing
before our association. But that does not mean that we are entirely happy with
this proposed project.
What can you as a
citizen do about this? Here are some suggestions:
- Learn all of the facts -- attend this meeting and the NPU-B meetings that
follow.
- Tell the church how you feel.
- Tell the City Council how you feel.
- Consider making a contribution to the NBCA legal fund.
- Remember that this is an election year.
